If you are in between sizes for Waist, it is up to individual preference to size up or down. If you size up, there will be more allowance and the shorts will sit lower on your waist. However, you can use the belt to tighten the waist (slight paperbag effect). If you size down, there will be lesser allowance but the shorts will be able to sit on your high waist without the belt. Note that if you have wider hips, it will not be recommended to size down.
In between sizes refers to your measurements falling between 2 sizes, eg size S & M..
